What is the best way to attach a picture to the cabin bulkhead, minimising drill holes / damage but holding firmly ?

I think you will find you have been procrastinating rather than prevaricating.My new (15 yrs) boat has an unsullied bulkhead because I gave been prevaricating while trying to think how to mount a proper picture.

I use 3M Command Picture Hanging Strips - they hold hard, let you reposition or take the picture down for cleaning and are supposed to be removable without leaving a trace on most surfaces.
I've never had one give way and drop the picture.
