it was a certificate in a blue hard cover not unlike the old British Passport, I assume the certificate is still presented as well as the ‘card’.

It still is a certificate in a hard cover, but like the old uk passport, if the cover is indeed blue it’s the very black side of blue

[EDIT] Just checked in the sunlight and you’re right. Blue indeed (but a very dark blue)
