Noise is endemic to many situations. Unnecessary, inconsiderate noise is not.

I have an Air Marine, the predecessor of the Air-X. It makes an appalling noise but it can be reduced to a silent 10 rpm by a shorting switch supplied with the kit. I would consider myself guilty if I accidentally left it 'on' while away from the boat for any length of time.
I consider use of any machine noisy enough to be a nuisance to other berthholders to be unacceptable for any more than short periods, whether it be a wind genny, diesel genny, cockpit speakers or barking dog.
For a start, I question the idea that securing a windgen will damage the bearings.
Leaving it turning needlessly certainly will.

Securing the genny can knacker the bearings because they seize as they are designed to be constantly rotating. Which is why most blades are left free.
As for shore power, I hate to break it to you, but it's not infallible.
If like me they have a constant power drain like ultrasonic antifoul they need a backup incase the power trips off.
Most wind gens have a regulator which switches the gen to a slow speed when the batteries are charged, or if it's too windy it will free spin at speed, but it needs to be 40+ knots, then the noise is the last of your worries.
If you don't like the noise, get out of the marina
My first reaction was that it must be an Air-X, but they self-brake when the batteries are full. If it is one of those and it's screaming, either his batteries aren't on a charger or the regulator's faulty.
A herring gull thrown into the blades might shut it up. Or perhaps best follow Snooks' advice.

grow up; no-one will object to the sound of waves etc, but one should not have to tolerate inconsiderate behaviour by others who have cleared off leaving a noise nuisance.
Would it be Ok to leave a VHF or Radio 1 on an external speaker then clear off ?
In this case there is shore power available, and there are things like solar panels too; even if running heaters & dehumidifiers in winter there is no need to overcharge like this.
Incidentally I wonder if Snooks & co know the original designer of what became the Rutland wind charger? He passed away recently, but I very much doubt he'd want it to be a nuisance to others; when he retired from Test Flying at Dunsfold he went off blue water in a Nic 38...

if you knew me you'd know just how stupid your remarks are.
I would never do anything to damage anything of anyone's - and I still dispute the idea that stopping a fan will damage the bearings.
I'm also considerate and think of others; you would be extremely unlikely to find anything on my boat creating a nuisance, it's a part of something called seamanship.
Your imbecilic remark about resorting to weapons is why I mentioned leaving an advisory note anonymously, to avoid confrontation; it seems you are just the type to ignore you're causing a nuisance and go straight into an argument or worse - rather sad.
