You are looking of about 15/17 liters per nm. For its construction is not that bad.
A new 21 meters still drinks about 13/15 liters per nautical mile and most are gin palaces.

I captained a 1992 21.50 with Man 1100hp some years ago, and what I can say is what a brilliant super boat it is.
Not super fast but at 24 knots cruise it seems like not moving.

I do like to see fitted carpets in the engine room. saves the knees and soaks up any oil drips, not that there seem to be any.
