whats the strongest method of attaching a cleat to a aluminium mast. Plus if screws are used will they catch on inner halyards ect

Tap a thread into the aluminium and use a short machine screw. That's assuming you cannot get your hand in to put a nut on the screw.

But don't forget to use DURALOC when fitting stainless steel screws into aluminium masts to prevent corrosion.
