Advice wanted - Sunwind 20

A young female friend of mine is looking to buy her first own boat.
She's found a nice example of a 1976 Sunwind 20 (20ft sloop, fin-keel, skeg hung rudder) in very good condition inside and out for 1000€ less than the going rate of 4500€. Seems a very good bargain!
Seller is a work colleague who is moving up to a bigger boat.

However, there is evidence of some poor work around the keel/stub join - rough filler/mastic and different shade of paint over.
Keel bolts look like new, no evidence of grounding on the keel itself or on the hull...
Hull was surveyed 4 years ago, documentation ok, when the existing owner bought it. Existing owner is not aware (he says) of any reason why the keel/stub join needed any work.

No money will exchange hands until after the boat is in the water so it can be checked for leaks etc.

So, is it a bargain or not...?
Does anyone know anything about these boats, do they suffer from problems in this area...?
