Sanitizer has a high concentration of alcohol, around 50%, I think - far higher than spirits sich as Whisky, vodka, gin or rum - so it's not surprising it's a good solvent. Basically, the recipe is alcohol, water and a gelling agent, along with things to make it distasteful and other things to make it a bit less harsh on your skin. There have been stories of people distilling it to obtain potable alcohol, but its one of those things that carries a good chance of not removing all the nasties!

Hand sanitizer needs to be 60% alcohol to be effective.

Spirits are usually 40% or above alcohol by volume. Whisky has common ABV of 40 to 46 percent. Gin maxes out at 50%. Vodka can be much higher.

So most spirits would not be as good as hand sanitizer at sanitizing, but some vodkas would. Most hand sanitizers make poor beverages, so I've heard.
 
Our requirement for hand sanitiser is that it contains 70% alcohol.

I can remember that the Mini hydrolastic fluid was mainly alcohol and a bad taste had to be added to stop people drinking it.
