I would prefer the larger engine but not discount an otherwise good buy with the smaller. If she does struggle your problems (I suggest) are with waves and headwinds not tidal flow. FWIW my 4ton 32 footer went very well with 12hp but she is slim with low windage.

Thank you all for your advice and comments. Doug's point about the effects of waves and headwind is a very good one - I had been thinking more about tidal flow. So I am more inclined to the larger engine, now.
Thanks also for comments on sea water vs fresh water cooling - clearly a complicated issue.

27ft sloop - 8HP Yanmar
No problems - cruise at 5kts with 5.5 kts possible in calm conditions / clean bottom. Engine reliable and works well at almost flat out on almost a gallon in 3 hours.
If wind gets up no need to use engine - boat makes better speed under sail!
Quite happy with my set up - more HP = more money, why waste it

Most so called sailing boats seem to carry far too big an engine, and only run it at half to three quarters revs most of the time.
My Trintella 29 had a single cylinder Saab with controllable pitch prop. Engine was rated at 8 - 10 hp if I remember correctly which probably means an effective 8hp.
When I came to sell the boat most potential buyers expressed doubts about such a small engine, yet it had towed a 50ft steel sloop through the Caledonian Canal. It ran on very little fuel, and I did a lot of motoring in flat calms on the west coast of Norway. On one memorable occasion I motorsailed about 20 miles to windward in a full F8 with storm jib, trysail, and engine in moderate comfort and making acceptable headway.
