Our old Simrad RD68 couldn't send or receive position request/reports either whilst all the Icoms (M505 & M421) I've used have had the feature so I don't think the set has to be able to do it in order to meet the minimum requirements of the class D specification.
I would have a go at this job yourself, I had to do ours after our throttle cable snapped last year and other than having to dismantle large sections of boat to re-run the new cable it was a fairly straight forward replacement. I completely removed the old cable which made it easy to read its...
Another +1 for the Ubiquiti Bullet and an 8db omni antenna. I've been using ours for a couple of seasons now and am very happy with it. Full details of my setup are explained at http://www.quotingsolutions.co.uk/yachtwifi/.

You don't insert your call sign into the vhf as its not...
Another happy user of the CTEK M200, it looks after our two 90Ah house batteries fine for us. Another confirmation that it does start automatically when power is applied.
I would perform the following checks:
• Double check the wiring.
• Check for any settings in the radio for options to enable NMEA output (see NMEA Output on pg 49 of the manual, although this relates to DSC information it may also have a link to AIS data too). Your AIS model may also have...
