Shall we just leave the cheque blank?

This sounds like a good opportunity for some vastly inexperienced, overpaid, money grabbing officials to extort even more money from the boaters who have probably forgot more than they will ever know. Perhaps they could just second some surplus drivng instructors from the D.O.T. We could be tested on tying knots, checking how deep the water is with a stick, identify various crustaceans (see I can't even spell it.) on the uderside of our boats...........the possibilities are endless.

Fortunately it's an American site, but even so it is surprising that the majority view seems to be for licensing.
