That would date from when Sailing Today launched. Future Publishing was well-known for useful cover-mounted items (usually CD-ROMs for its gaming and techie titles, though ST had the John Goode cockpit plotter)... so IPC responded with cover-mounted gifts.
 
I have long treasured a very handy measuring device that came free with PBO years ago - a bit of plastic about 3" x 2" with a ruler along the edges, a V shaped cut out marked to measure thickness, and holes to measure screw sizes (IIRC the screw sizes are wrongly labelled, though).

You didn't need a corkscrew on your bottle opener/shackle key in them days - when men were men, and drank only beer and spirits. (That was before the EU cruelly forced us to drink wine, thus diluting proper British blood and leading to namby-pamby expectations of space, hygiene and comfort on board. )
