Maybe. But the ‘cheaper’ new starter may well be a nasty piece of cheaply made Chinese junk whereas the dead one is almost certainly of a better quality, being made decades ago.

I replaced my 3GM's starter motor for IRRC £120.

Check that the heavy wire between the solenoid and motor is in good condition. This braided cable can become oxidised almost to powder, when of course it does not conduct.

just an update i stripped it down again and found the rear of the shaft was getting jammed to the outer body when fitting a circlip and spring so decided to leave it off and starter works fine now

re-assembling something leaving bits out is never a good idea. May work and may fail later and will be a long time before figuring out what this circlip and spring were up to in the initial design...
I'd suggest having another go and trying to fit everything back in!
