I would go for new turbos if you are planning to keep the boat for a long time.
Recon will work, but not for as long.

Finally got the turbo off. It's very seized.

See all the crud on the exhaust side. The flaking bits appear to be a mix of soot and rusted turbo housing. Not sure if that is a big issue or not?

It looks like you have been running your engine on heavy bunker fuel and not on diesel!

Have just split the turbo to see what it's like inside. This exhaust side is badly rusted so the fan cannot rotate within in. Anyone know if this can be bored/ drilled out and sleeved like you would on an engine block/ piston?

The exhaust elbow is absolutely fine.

Yes it can be done, depending on the company you use for the recon work.
