What are the statistics of a boat being damaged due to coming aboard a moored yacht from a tender or rib?
To get a handle on it, let us assume I have come aboard from a tender or water-taxi about once per day (it's often more) and been on board about 60 days a year (this is a gross under-estimate) over 35 years, yet in all that time I have never caused any damage to the boat by so doing. That's 0 in 60 x 35 (= 1950) times. I suspect that nearly all on this forum will have similar (absence of) experience of damaging a yacht by coming aboard, so what is the actual likelihood?
This would suggest that it's extremely surprising that damage was caused merely by putting a flag on-board a mere 250 boats So is the OP asserting deliberate sabotage, or maybe his boat is unusually fragile?
BTW, I'm local as well (TR postcode, boat in the Fal) and I've not heard of any boats being damaged by XR.

If these people had put ' vote for X political party ' stickers on boats, cars or houses would that be acceptable ?
This is using - and trespassing on - a persons' property to suggest and advertise they agree with a political movement without their consent or their views being sought, and totally unacceptable - why else did they do it at night ?

I don't see why you are surprised as any damage involves the identity of boats and maybe owners, could well be an insurance or even police case in the unlikely event plod could get off their chairs - if I knew of such damage I wouldn't publish details either and if my boat was victim I'd appreciate discretion.
