On initial reading, it looks like working in the EU with a work permit can be immediately followed by your 90 days. Work Permit lengths seem to be dependent on country but could be a way for people to stay in the EU a bit longer.

Some of the requirements are a bit onerous, like for Independent Professionals, you need a relevant degree and 6 years paid experience.

That doesn't look so bad if it's the case. I don't think those qualifications are onerous. They will want people who know the job, not trainees.
