Temporarily wiring 4 pin power cable direct to boat battery for Garmin plotter.

Tying off the data wires, but using the + & - wires to power plotter.

Should I have a fuse on the positive wire and to what rating ?

Of course, anything connected to a power source should be fused. Rating depends on the wiring you are using.

Out of interest, how long is temporary ?

The fuse is there to protect the wire and therefore should be rated at or below the current carrying capacity of the conductor. The device would normally be protected by its own in built fusing, but should be confirmed.
