If you sail/motor into a 'foreign' country then the country you are visiting 'cannot' impose its rules on you. There was a dispute in New Zealand when they tried to make foreign blue water cruisers obey their rules - it was against international law.
If the boat arrives behind/on a road vehicle then the 'driver' needs a certificate to prove that they can drive the boat in their own country - in the UK case an ICC.
Inland water ways - rivers and canals have different rules to the sea and therefore need an ICC endorsed with a CEVNI.
