Windscreen washer, thru hull thingy. How is it attached?

Been chasing a mysterious small water leak for a few years and finally traced it to this thru hull thingy in the superstructure. I can not figure out how it is attached, it is flexible ie can move freely around its axis but is still secured somehow. I cannot see properly from the inside so before I do my usual thing using force to get it out just to find out it will then be broken and that there was an easier way, I was hoping someone may have done that already and had some insight?

Would have thought the thingy has a thread on the underside, and likely the nut has come loose and hence the water has been able to get. Not sure what access would be like thought. Could also be held in by some sort of circlip again accessable from the underside.

And it turns out that my usual approach to these things was right. Its a rubber setting attached to the superstructure and the thingy just snaps in or out as it were this time. The rubber has dried out somewhat and lets water through so I decided to get it all bedded in sika. If others has the same arrangement and a 5yrs plus boat you might be getting water somewhere you don't want it.
