Winch Fittings

Last year, I had to replace the winch pawls on my sheet winch. To do this, I had to unbolt the (Arco 8) winch from underneath the side deck, because the workings are held together by a circlip which attaches to the underside of the winch. The bolts are fitted through the base, but once the drum is in position, the heads are obscured by it.

Now, I have the problem of re-inserting the 4 bolts through the side-deck, to re-secure the winch. However, I cannot gain any purchase on the bolts! Much cursing, as you can imagine. Any ideas?

try over long bolts / machine screws.
spin- on one nut as far as pos. add another 2 nuts & lock together with 2 spanners
hold these with a spanner & then tighten the first nut.
remove the lock-nuts
