Will this boat be ok on the sea?

Safety

Would not fancy taking my family in it.

Can not see why people want to take projects on? I used too and it takes so much time away from the real think, cruising?

I am unsure of the exact make of your boat, but it is most certinatly not a Norman. It is hard to say weather it is suitable for the sea from the one photograph, I would have to see other more detailed photographs of the hull and transom. From the look of the hull in the photograph you have posted I would say quite possibly and its looks like it may be a fast hull. If you do decide to go out to see I reccomend you take a course, at least Powerboat Level 2 to teach you the basics, and if your planning long distances then take a chart work course.
Most boats have a makers plaque on them somewhere, have a look around you may find one!
It looks a worthwhile project to me, providing you got it cheap enough. A lot of fun can be had by turning a sorry looking boat into a well loved cruiser. I with you lots of success and keep us updated!

There appear to be a small element of boat owner who just love projects. I don't think there is any real intention to do any actual boating, as in trips away, but the thrill/therapy is the renovation. Once finished, they move on to another.

I have refurbished 2 boats and am now on my third. The 2 that I have already finished were sold at a profit to fund my current boat, I still used them whilst working on them and learnt a lot. There is a lot that can be said about a boat that you have refurbished yourself, you know every nook and cranny and can have piece of mind that everything has been done correctly. Also its great to stand back and think 'I did that!' :D Having said that once this one is completed I shall be keeping her for a while with the intention of boating more far afield :)
 
I guess its down to however you get the most enjoyment.

The resultant pleasure, sense of achievement you get from your own work can only be fully appreciated by you anyway. After all you are your own greatest critic.
