Why has my Honda 5 hp got two pee holes?

The one on the engine is a 'witness' to show that the water pump is functioning. The second holes in the leg are there as exhaust pressure relief, to asssit in maintaining the exhaust back presssure at the right level. Because the majority of the cooling water is injected into the leg to cool the exhaust, some of it sprays out of these pressure relief holes. Leastways. That's what I was told many years ago when I asked th same question....
 
One under the the motor and one half way down the drive leg.

The first is the cooling water tell tale . If it is peeing strongly from there is confirms that the water pump is pumping water up to the power head.

The second is really the exhaust back pressure relief port. It prevents pressure in the exhaust system , due to the depth of the main outlet, making it difficult to start. More important maybe with 2 strokes than 4 strokes ?? Dont know.
Because the cooling water leaving the engine is discharged to the exhaust housing some will be blown out through this relief port. Some engines blow out quite bit of water others no more than a few drops or a mist. Water being blown from there does also confirm that some water at least is passing through the engine.
