I was thinking something similar. The hole in the middle could take an electrical wire but the can normally just push through the hole, unless some sort of special non-removeable connector. The expandable slot made me think of a requirement to pass it over a fitting and a forestay does make sense. However, I've not seen one like the object in the picture and it doesn't look quite right for that task.Halyard diverter from the top of your furler? Clamps round the forestay to stop halyard wrap?
