Who owns the sub below Rochester bridge?

Every time I go over the Medway bridge at Rochester on the train I see the ex Russian(?) sub on a mooring; it seems to be leaning at an ever increasing angle and I was wondering who owns / looks after it and pays the mooring bill. Anyone know anything about it?
 
Can't answer your question fully, but originally it was open to the public in Folkestone harbour, named Black Widow and owned by a Mr Parkinson of Parkinson auctions in Ashford Kent. Has the ownership changed?, I don't know, but what is for sure is the condition of it is deteriorating badly.

When the sub was at Folkstone, a balast tank was leaking,whether it was fixed i do not know,the conning tower was very rusty it would be nice if a dry dock could found or a hard standing as i sure it would bring in vistors.:cool:
 
I remember visiting it at Folkestone as part of some corporate hospitality. I think it was the battery compartment that had been converted to a dinning/entertainment area. It certainly looks in need of some TLC now though.

When it was here we should have filled it with concrete and used as an Eastern breakwater to the harbour.
