Pretty sure jamesjermain has got it. Chart is of Bristol channel with Cardiff top left and English coast bottom right. Also a bit of tide and right coloured water.

As mentioned, water that colour can only be the Bristol Channel. The tidal rip on the buoy only confirms it further.
