You can do it online at the Ofcom site. Cant remember the URL you can google it. Doesn't cost anything if you do it online. They will allocate you an MMSI number as well.
You can then register your details with the coastguard for the CG66 scheme. This can be done online and means the coastguard have all your details to hand if need be.
If you are talking about getting a ships radio licence then it is OFCOM
But first you will have to register to use the on line facilty. That will involve your friends home address and that will be the address recorded as the address of the licencee. Not impossible to do it for someone else but the confirmation of registration and user ID will be sent to that address.
Once you have registered and got onto the site you will find a not very user freindly many page form to fill in. You must fill in all fields marked *
Some people have had difficulties proceding from the last page. "save licence details" is the way forward.
Some people have had difficulties downloading and printing the licence. I now firmly believe that is due to a security setting problem so the way round any problem is to temporarily lower the security settings to "low", print the licence then restore them to normal.
