As an aside I notice they are about to start work on replacing the bearings on the Orwell Bridge so I suppose we can look forward to lots of frustrating delays while the work goes on

the cost of all than new scaffold tube must be astronomic
There is probably some clue in the picture behind the bar but as that is beyond me I'll guess at Stokes Bay YC.
I suspect that they either had a lot of scaffolding hanging around in the yard of the contract is cost reimbursable in some way. It took them a while to announce thier intentions thought.

The bar is in a Pub in Suffolk not a Yacht Club
contract would undoubtedly req new tube as part of the conditions
