As winter is approaching and the winds are getting up - when to people put on the bimini ? Should it be put on when we have strong winds? Probably a stupid question but it's my first time with a boat

There's no such thing as a stupid question.

A bimini is primarily a sun shade. Best not to put it up in strong winds because it's liable to flap itself to death

get a tonneau for winter, we remove our canvas in Nov / Dec and replace it with a tonneau cover as it reduces windage, the tonneau also protects the cockpit area

It shouldn’t if fitted properly- we’ve had ours up in 60 knot gusts without an issue. But for simple wear and tear we always fold and cover ours when leaving the boat for more than a few days.

A properly fitted one shouldn't flap itself to death. I find mine useful on rainy days as my cockpit smoking shelter :)
