What's the reason for requiring stern and masthead lights ?

See my post at 30 with a diagram of the mast parts, mainmast below top mast below top gallant mast. Simple init.

The col regs are not referring to square rigger's, but a modern comercial vessel, say oil tanker. This has a short forward mast with a white 'under power' light on top, with it's other navigation lights. Further back it has a second mast, taller than the front one, again on top it has a white 'under power' light, along with all the other navigation lights.

Col regs is up to date, it is you that is 200 years out of date.

When first written in the 1890, they were for square rigger though, the term masthead light was used then, and don't be so condescending in your comments.
 
If you look at the colregs picture for a yacht motoring it a has a white light mid mast, so I would say it is a requirement called a steaming light, I'm not sure what 'defined' means in this context.

But I can't look at the "colregs picture for a yacht motoring", because the colregs don't include any pictures.[1]

They do, however, define quite straightforwardly what a masthead light is.

They do not, anywhere, contain the term "steaming light", so while you may "say it is a requirement called a steaming light", that's your interpretation and not the regulations.

I am at a loss as to why this would confuse anybody who has ever read them.
