Well thats because the REME are responsible for fixing stuff rather than building bridges. I think you meant the Royal Engineers.

The MOD have been involved in Cumbria, it's just that they haven't been shouting it from the roof tops, but do have a read of this:

I wondered that: when we got flooded out in Chichester ten years ago, they were well in evidence and soon had a Bailey bridge on the main road where it was needed.

Edit - no it was longer ago than that....

1994 if I remember correctly, kept us entertained for a couple of weeks filling sand bags and dragging dead cars out of the way.

Well, for a start because it's still raining, the rivers are still in spate and the condition of the bridges, abutments and piers is impossible to assess yet. There are also plenty of private companies which build and install temporary bridges, so no necessity to involve the army - though of course they may have a role to play.
