just peer out your car window at any motorway roundabout.........makes you weep....basically equally divided between the detritus of smokers and people disposing of empty mineral water bottles.
As all these people are old enough to drive.....it tells all you need to know about the age group responsible and its not kids,
I live on an A road well out in the countryside. On virtually every day I go outside to pick up rubbish that people have thrown out of their cars. The jetsam includes bottles, cans, fast food boxes, magazines, newspapers, fag packets and polythene bags, quite a few of which contain poo.
It may have been mentioned already as I've not read the entire thread but one thing England is missing is a hosepipe ban.
Bring em back.
(It means we must be having a scorcher.)

We had a hosepipeban in place and our street was flooded for 2 weeks.

I don't know exactly what it was but there seems to be something missing?
It always rains there it must be the wettest place in the world.
Keep east of salcombe and you should be fine.
