What rod/reel for surf/boat fishing?

Hey guys I'm looking to pick up a bigger more heavy duty rod and reel for fishing both surf, out to deep waters from jetties and also from a boat, although not deep sea fishing but brackish water fishing etc.

If I'm targeting things like mackerel and cod etc. do I need to go with an overhead setup?

I have seen spinning reels like the Shimona Stella that can apparently deal with bigger fish but 1) it's super expensive and 2) is that only necessary for big game fishing?
 
You seem to be asking for at least two entirely different things.

For surf and "out to deep water" from jetties you need a rod long and flexible enough for casting plus suitable reel and all sized for the style of fishing (bait or lure) and weight of end-tackle you intend to use, how heavy depends entirely on the fish you are after. I use my old 9ft pike rod for this with a fixed spool reel for ease of casting on the assumprion that I'm not going to catch a 30lb Marlin. Casting with multipliers is a black art and one best left strictly to the experts to untangle the resulting birds nest. That example would be considered fairly lightweight tackle for sea-fishing.

Fishing from a boat again depends on many factors (not least of which is the boat), but boat rods are generally much shorter and stiffer than the ones used above and with much heavier line. A multiplier is suitable as casting is seldom necessary. Mackerel merely need a handline and feathers, a rod is a luxury and almost anything will do that's suitable for use on a boat. (think rigging etc - long rods and sailing boats don't mix)

I don't know what an "overhead setup" is but no more than a suitable rod, reel and line are required.

The tackle used for mackerel will differ from a setup for cod as much as a commuter motorbike will differ from one used for scrambling or road racing. Chalk and cheese, horses for courses, or perhaps rods for cods. (sorry!). If you imagine you're going to catch cod around the UK good luck. There are few left, especially on the E Coast.

You'll catch no more fish with a $$$$ setup than with $$ kit. As ever you'd be advised to avoid rock-bottom priced gear but any more than very modestly priced stuff is merely an indulgence until you are a real expert, and even they catch just as much on budget gear.

Your question about a Simona Stella (sic) suggests you're very much a beginner and really need to do some extensive reading before spending such insane money on a reel. With respect that is equivalent to a non-driver asking if a 'Lambagoni' is a suitable shopping car...

Surf rod is typically for beach casting and will be approx 11’~14’ long, stiff and flexible it will allow you to cast from the beach - in the right conditions 80~100m and more
Surf reels can be large format fixed spool or multipliers, latter is for more experienced.

Boat rods tend to be 6’~8’ long, stiff.

Brackish water suggests flounder and bream or a bass. A spinning rod 8’~10’ will do you for that.

So work out where you want to fish and what for. A surf rod is too big for a boat or a river, a spinning rod could do close in to the shore for bass, mackerel a boat rod is really just for a boat.

Fixed spool reels for all of those. You can buy new rod/reel combos for £50~£100 that will be just as good for you than £500+ alternative. More important than any of that is tactics, sharp hooks and fresh bait
