What paint for trolling motor

The motor housing on our Talumex trolling motor is getting very rusty - see photo - (though I had assumed initially it was alloy I now have my doubts)

What treatment offers the best hope of a reasonable life extension for the motor?

Given the small size, if you already have a good supply of epoxy you could use that as a base coat, and then any old paint on top.
Probably not as good as a specialist metal primer- the Hammerite one is good- but can you get that?

He’s in Portugal, i am as well, I’ve looked everywhere forH primer, can’t find it. Plenty of H paint but not primer
