What is this for

It looks like something clips on, so a charging cradle perhaps? Or three contacts could be an up/down control? Or pos/neg/data?
 
What, if anything, is on the other side of the panel or bulkhead?
If there's cabling if someone sort, then switches or a mount for some electtonic gizmo is likely.
If just an old mount for a long forgotten???
I don't recognise it.
 
It is the mounting base for a trailing electronic speed log. I think is was made under the Echopilot name, or something similar. There should be a long cable hanging out of the bottom with a kind of propeller that you trail behind your boat. I had one for years, but the display part fell off just south of Jersey many years ago. It did not float!! They have been out of production for twenty or so years.

Made by Autonnic in Tollesbury - trailing log. Made early 90's. I found it accurate, though in areas of weed it had to be reeled in and plopped back in after clearing. Distance was hard to read. Useful to calibrate the through hull log which replaced it.
