What is this fitting called?

They are a variant of a sex bolt, another name is Chicago Bolts (which I think were used for documents).

In China their name curiously is Mother and Son nuts and bolts, maybe a similar idea to Felicity and Arnold.

I have some of the exact same as yours off our X-99. Ours are M8
 
Great resource for fixings but the head (for want of a better term) is flat not dished as per op, if course that may not matter in this case.

Yes - he did say it was to fit in or on a 25mm stainless tube.

My answer would be - use the phone and ask them - they might know where to source them with a rounded face (or head)

They are apparently called 'T' head barrel nuts and appear on this website, near the bottom of the page, slightly longer than yours

They are a bit like what I'm after but for 4 features - blind, Imperial, aluminium and flat head. I'm looking for Sighted (never seen that term before I started this hunt), stainless, M6 and ideally dished to match outside 25mm tube.
 
Bolt world on eBay have stainless weld T nuts. I used these for mounting an instrument panel. The weld flange could be given a radius quite easily.

Mine are stainless, blind (only the tube is threaded and the hole at the flange end is partially closed) and the flange is flat. I'd have said difficult to cup the flange in the longitudinal direction (they are a bit small and fiddly). But they are so small that you might not notice the absence of the curve.

If you want them threaded right through then the joint between the flange and the threaded portion is going to very thin/small and potentially a weak point. This is the trouble with most sex bolts - that joint is not as strong as the rest. I did some tests on sex bolts, they are not uncommon in swivels, and the joint was the weak link. Qite often the threaded portion is short as you cannot read to the end of the cylinder - because it has been welded to the end flange, nut etc.

Have a look at a cross section of sex bolts, under their various different names, interscrews, Chicago nuts, sex bolts etc you may find a different style that will do what you want. Here in Oz I was able to buy a small number, they were priced individually. But I was discouraged by their lack of strength - and never used them as such.

They are used in a whole host of industries in a large cross section of designs.

Just to conclude - I ordered these since they are nearly correct (not dished) and cheap.

I think you'll find them very useful. They also work very well epoxied in as fixings for GRP particularly in places where self tappers have worn out in the cabin. I now keep some in my spares box.
