I cannot remember the details but to try to overcome some problem or other who ever was admin in chief back in those days extended the time you remained loggged in, or something, with the result that the total users on line figure was the total who had logged in during quite a long period rather than over a few minutes. It caused other problems IIRC and things were soon set back to normal.
basically the high counts that were recorded were not instantaneous counts ... they aren't anyway ... but were the total number of users logging in over the extended accounting period.
