I can answer that!

My Croatian courtesy flag looks exactly like that because that's what sitting in the marina did to it in a couple of years. We hoist a good Croatian flag during those few weeks when we are actually on the boat but when we leave I re-hoist the tattered strip .... just to show willing.

The same flag is also used by "Defend Europe", a far-right group which has chartered the 40m research ship "C Star" for a "monitoring campaign" off the coast of Libya. A lot of concerns at present, that they may be seeking to hamper or disrupt the search and rescue missions in that area.
