What’s this contraption?

It appears that there may be a hole in the beak that is perpendicular to its surface. Another photograph depicting an end view may provide more useful information.

When I'm next at the boat, I'll get some more pics from some more angles... didn't expect to get so much speculation but I'm all for it!
 
Whatever it is, some previous owner seems to have used it quite a lot, as it looks pretty worn. As above I think it was used with chain. Maybe it was just something that the previous owner adapted from something else and used to hook chain out of the locker to save his hands.
 
The wear pattern certainly looks like it's been used with something fairly hard... the previous owner never worked out what it was either, and I don't have contact details for the one before that unfortunately! :)

I reckon it was a mud-avoidance, broken bone-avoidance device - but what it was adapted from might remain forever a mystery!
 
I recon you will find it was left onboard by someone who had been hand gliding the day before and it’s actually for tensioning the wing.

Has the boat been used in the 3 peaks race? It’s not random climbing equipment?

As others said it was designed and made for purpose and looks to of been used allot for that purpose.
 
If one placed a wire around an object & then passed the 2 ends through the hole. It would then be passed around the stem to secure it. A couple of twists would get the ends twisted. Then by levering against the heel the wires can be tensioned. Then rotate the tool to twist the wires some more . Then unwind from the stem & pull them back through the hole.
Alternatively it is a locking lever of some sort & the end hooks under something & the handle levers down to tighten it.
 
If I had such an object on board I would use it to lean over/through my pulpit to grab the Bruce anchor I have and then wriggle it under the tubing to stow in its lidded anchor storage box before picking up my mooring.. It has obviously come from someone's imagination as I personally have never seen such a thing offered retail. Presumably adapted from something else.

the hook end has clearly been bent open. I'm guessing there is a recess in the end of the shaft that would line up with the hole and cutout on the claw.

If you look at the end of the fitting that looks manufactured and original so it hasn't been bent - but the inside looks as if it has been modified/cut away. The end fitting looks very like the end fitting for a whisker pole or similar so I guess it has been cut down and adapted from that.

Could be like a mini boat hook to help picking up a mooring buoy - or a tool to help tripping a spinnaker pole
