... it's just that since it appears to be

Had it been a fake they'd surely have done a second take on "One step for man.." when it was supposed to be "One step for A man..."

I need to vindicate myself further!

We were keeping a good lookout (my wife) we even knew to look out for a ferry.
The trouble is we had expected a proper ferry not a small rowing boat! It didn't exactly "come out of nowhere" either. We'd seen it at the edge of the channel not realising it was "the ferry" and assumed it might stay there especially as it was stationary at first. It was only when it 'went for it' unannounced that it became a problem for us (innocently making our prudent progress up the main channel).
He might as well have worn a blind-fold!
Anyway, if I'd hit him, my defense might have focussed on Corporate recklessness - I didn't see any lifejackets, or safety equipment on that ferry!
Anyway we ended up rafted 7 or 8-out - almost didn't even need a ferry at all - I could almost have jumped across the last bit!

No all embracing rule, but he hasn’t got the speed or ability to easily manoeuvre out of the way of a motor boat bearing down on him, so under rule 18 the row boat is “A vessel restricted in ability to manoeuvre”.

I was confusing it with definition (h) a vessel constrained by her draft which can only aply to a powered vessel.
