If it's for filling gouges, it doesn't need to be strong, but you do need to be able to sand it, so I wouldn't use silica or cement dust. Microballoons or wood dust would sand a lot easier. Cotton fibres will add strength if needed, but you can still fair it out in something under the lifetime of your sander.
