Water tank vent ideas needed

I went to the boat today to fix a leaking tap and ended up ripping the entire fresh water system out. Funny how things spiral…. I have the idea to fit a deck filler, but just realised the breather will be well below the filler height. I’ve just done a search on here but can’t find anything definitive.
Is there a clever way to have the vent below the filler with a non return valve or something?

Sorry for my ignorance but how does salt water, rain, dirt stop from going through the breather into the tank?
 
You really do NOT want a valve of any kind on a vent. The tank can burst or collapse. I've seen both.

A strainer to keep bugs out is smart. They love to crawl into the tank and die. Not required on boats, but required by code on all potable water tanks on land, at least in the US. Every year I have dead bugs in the strainer.
 
So was this literally on the end of the breather and acted like a one way valve?
With it upright it was always open allowing air in and out. As soon as the water hit it, it shut.

I'm going to do it on my new boat as the breather hose needs replacing (and re routing) but I need to go from 10mm hose upto 15mm hose.
