My Yanmar (110hp fresh water cooled) feed is pretty cold -- one of the temperatures I take regularly at sea with the IR thermometer is the elbow to check all is OK. I suspect that there is a high bypass so while you are correct in saying that the raw water is carrying away the heat, the water going into the elbow is cool. I used to have an MD11C which was raw water and again the raw water was quite cool -- I never looked into the cooling system design but I assumed that the thermostat acted as a bypass (though there were bypass holes as well).
If you buy an exhaust alarm to sense a water failure it is factory preset to quite a low level -- 60C, ISTR, when I looked into it a year or so ago?
