water in bellhousing

i have volvo 200hp tds on my boat when i took out my starter motor the bell housing is full of water .
i wondered why the starter was playing up!!
i have outdrives . would the water come from a damaged or leaking bellows or something else !! help

is it possible that the bilge water has at one point been above the fly wheel
