Can anyone tell me the capacity of the fresh water cooling side of these engines?

I have just changed my coolant and the spec is 19litres, confirmed by the VP service centre when i bought the new coolant, (plus any hoses to and from the calorifier if fitted). However, i drained from the four ports indicated and only 16 litres came out. No sludge or debris and they all flowed well. I measured 16 litres back in.
