Volvo Penta 2003 Throttle Problem

I have the following problem with the Throttle control on my Volvo 2003 engine. The engine starts from cold extreamly easily and idles smoothly at 900 RPM. With the engine not engaged with the gearbox, maximum revs are 3200rpm and the response to changing the position of the throttle lever is smooth and fast.However with the gearbox engaged and the prop shaft turning the maximum rpm that can be achieved is only 1500rpm and the response to throttle lever adjustment is delayed and sluggish. Both the gearbox and the propshaft can be easily turned by hand and the operation of the clutch is OK. I have changed the Course Filter and Examined and cleaned the Lift Pump Filter[Both pretty clean]
I suspect I may have a Sticking Fuel Rack or faulty Governor. Does anyone know how to check these or have any other ideas what the problem could be.

If this is a new problem...

In other words, if you've had the boat some time and this has only recently happened, then it's probably best to get a Volvo technician involved. I certainly wouldn't want to start messing about with a fuel rack or a governor.

However, it does rather sound like fuel starvation. You've checked filters, but are there any others (my tank has a fine mesh filter on the pickup pipe)? Is the lift pump diaphragm OK?

Before checking injection pumps/racks/governor etc(expensive!), do you have black smoke at 1500rpm in gear? if so could be a blocked water injection exhaust elbow - remove it and check, you might be able to decoke it... other symptoms of black smoke are worn out injectors.
Been there. done that, had injectors and injection pump serviced and it was a blocked exhaust elbow... (admittedly on a Perkins but the principles the same)
