I'm not sure I'm getting the quoted GPH out of Volvo D12s. Do you think the have the same emissions back-door in their firmware that VW have?

Your D12's are most likely EPA Tier II. IF Volvo were adopting an emissions strategy fuel consumption would be far better not worse. However like Cat, Cummins and Detroit Volvo were prosecuted under the 1998 EPA Consent Decree and it was a costly experience, as a result they appointed the role of Director Engineering Ethics.
All pretty straightforward stuff then?!!
Engines are always witness tested on the rig by EPA and a docket issued available for inspection on EPA website. Emissions compliance has to be certified for 10 years.
Vessel fuel consumption is on the basis of propeller law curve.
Life is currently easy , Tier II a doddle Tier III is a little more challenging before SCR required for Tier IV.
Totally confidant that you can take EPA D12 docket to the bank.
