Quick question: is it normal to see a little steam/smoke coming from the crankcase breather filter (at cruising speed)? Filter is new, and no oil in the air filter.
 
Depends on many things as most smoke if light is water vapour evaporating from the oil if the engine hasn't been running for a while as it dries it out, could be engine wear or other mechanical problem.

The filter is encased inside a plastic housing , the outlet pipe is ducted to the air filter box , so the answer is no you should not unlike the earlier breather filter on older Volvo models .

so did you change the o ring At the same time , it could be just the lid is incorrectly screwed on .
Pull the pipe out the air box and run it again , if the smoke is excessive you have a piston blow byproblem , check the oil level
