It looks like it's a fuel starvation problem.On the other hand, I had the exact same thing happen to a Bukh when a camshaft pinion slipped.Older engines were prone to that as the gear wasn't keyed to the camshaft.Was there work done on the engine?It could have been mistimed.
 
If there is no black smoke with the throttle fully open then the engine isnt getting the fuel to allow it to run any faster under load. So its nothing to do with the load - its simply a case that your engine is down on power and only producing enough to turn the shaft under load at the speed you've noticed.

Why is it down on power? Start with the simple and easy things like fuel supply. Is the fuel tap on the tank fully open? Are the filters clean? Is the pipe kinked or damaged during the winter work? Is there air in the system? Is the throttle opening fully to the stop?

Check all these things first and then decide (assuming you havent found the cause) whether to call in the mechanic or to get the book and DIY.
 
Been down to rampage to day , the prop turns free by hand so its not that . It must be something to do with the fuel tryed to bleed the system no luck . time to call the experts in !
 
john, totally agree, if it is a load prob, black smoke, if it turns free by hand and doesnt smoke then it is fuel starvation, why do peeps take a wild arsed guess and then concentrate on that instead of using logic?
