I'm looking to buy a cheap waterproof handheld Vhf.

Does output power matter much ?

I notice that the cheapies vary from having 1w,2w or 5W outputs.

Output power matters a lot when you really need it - don't buy a handheld with less than 5W output. And don't buy one which isn't truly waterproof ("splashproof" means nothing). If you're looking for a bargain, buy a Standard Horizon 270E for £85 inc UK delivery.
 
They have come down a bit in price, I paid £95 for mine, but the Standard Horizon 270E is a top piece of kit. I noticed at Excel that if you bought a Standard Horizon chartplotter, the handheld VHF was being given as a freebie. I do not know if that offer is still about.
 
The range difference between 2W and 5W isn't all that great, and will probably de dominated by other factors, such as the antenna.
If you want it for back up out to sea, get one which you can attach to your masthead antenna, which means having a BNC, SMA or other adaptor-friendly aerial socket. Its also nice to be able to do this to test the aerial.
But for in harbour use, proper waterproofing is everything, we would replace our icom with the same, but I would try to avoid models which go flat of their own accord- our m21 has held a charge all winter! Its about 5yrs old, I think it cost 150 quid back then!

I too think the Standard Horizon is a great bit of kit. I got mine from Malthouse marine who were cheaper than anyone else. They are run by someone who posts on here.
