VGT actuator

Would you expect the actuator to be moveable by hand when the engine is stopped? Just checking on a brand new engine that has been on a pallet for 12 years (in a dry building). Vetus 250VF by the way.

The actuators are spring loaded. I have no idea of the force required but if you can’t move by hand you should be able to move by mole grips or similar
