You should test for combustion gas in the coolant. Bubbling would often be cause by this. Essentially your checking for a failed head gasket or perhaps a crack that opens up when warm.

Caps likely 15 psi

Cooler will be the right size, its either dirty or the wire you removed was the governor max wire in which case your now over fuelling and creating heat

I presume this has been the case since you launched and not developed. The prop is clear of obstructions!?
 
On my older heat exchanger there was not a pressure cap, only a cap and a pipe from the neck ran to a pressure bottle nearby. My new heat exchanger has a proper screw on pressure cap with relief pipe going to the same bottle. thumbnail.jpg
